Capital Improvement Projects Scheduled for 2021



The Board of Directors approved the 2021-2030 Capital Master Plan (Plan) on September 25, 2020. This Plan allows the District to be proactive in addressing infrastructure needs by identifying, prioritizing and scheduling water and wastewater rehabilitation and replacement projects over the next ten years.

The plan identifies $346,229 in capital expenses for the 2021 project. Total capital expenses for 2021 are budgeted at $601,000 which includes engineering costs for the 2022 capital projects. The plan identifies $8.39M of capital expenses during the next ten years. Water facility replacement projects account for 100% of the total proposed expenditures. One water main replacement project listed below is scheduled for construction in the summer of 2021. No sewer facility, building or equipment capital projects are scheduled for construction in 2021.

Capital Improvement Project Scheduled for 2021:

S. Holland Way – This project will replace 300 feet of 12-inch cast iron pipe with 12-inch PVC pipe in S. Holland Way between S. Garland Court and W. Arbor Place. This project is located in the Kipling Villas subdivision and includes a culvert crossing.

The District’s extensive sanitary sewer video inspection and maintenance program has not revealed a need to schedule major rehabilitation or replacement of sewer system assets in the next ten years.

No facilities in the replacement/rehabilitation schedule are needed to expand capacity to serve new development. Existing District facilities are adequate to serve all anticipated development within the District’s ultimate service area.

Thirteen water facility replacement projects are scheduled for construction between 2022 and 2030 at an estimated cost of $7.4M. Water projects scheduled for construction after 2021 are subject to change due to the new rating criteria. Pipelines that do not experience continuing problems will likely be deprioritized for replacement at a later date or eliminated from the plan. Alternatively, pipelines that are on the plan and experience additional failures will be accelerated for replacement earlier than originally proposed.
